Some bullies grow out of it after high school. Others don't; they just refine their styles and become Bosses From Hell, Spouses From Hell, and/or Parents From Hell. And some of them then go on to become Politicians From Hell; Dominionism is a direct outgrowth of bullying culture.
I hope you're right about your old antagonist, for the sake of everyone who still has to deal with him.
